At its meeting of March 18, 2014, the Governing Council noted the draft law on public transparency and citizen participation of Aragon. After this procedure, the Aragon Government, through the Presidency and Justice Department, wants to have the opinions and contributions of Aragonese society in this text of particular importance to our institutional system. To this end, designed a participatory process that allows you to create a space for debate and reflection on the future legal text with all citizens, institutions, economic and social agents, social entities, professional associations, universities and any other organization or entity interested in the matter.
This participatory process is intended to facilitate the submission of proposals and contributions citizens and open the debate throughout the territory of the autonomous community. For this reason, various routes have been opened to facilitate the exchange of knowledge and opinions among citizens, civil society and the administration. In particular, the open channels of participation are as follows:
(1) participation online. From March 26 to May 9, any person or entity was able to send their contributions through the space of participation on line opened in this Portal.
2) reports to the draft law. From March 26 to May 9, any person or entity could send to email aragonparticipa@aragon.es a report reflecting on the contents of the draft Bill that his opinion deserved a developed and deep reflection.
3) face-to-face participation. With the aim of designing an open process, any person or entity could join debate workshops from March 26 until April 24.
Finally, were convened to the face-to-face process more than 500 entities and stakeholders: those who voluntarily signed up for the process at the Portal Aragon participates; Government, corporate sector; trade unions; Media; organizations pro transparency; Academy/University; professional associations and other entities, organizations and institutions interested in the draft Bill.
Kicking off the participatory process face to face, were convened three briefings in Teruel (April 21), Huesca (April 24) and Zaragoza (April 24), in which, with the aim of reaching the entire territory of the autonomous community, explained the planned process of citizen participation, as well as the most important contents of the draft Bill. More than a hundred entities attended these briefings.
In these sessions, the General Director of citizen participation, external action and cooperation, Isabel Cebrián, presented the process of participation to promote citizen involvement in the drafting of the law. This process has been organized in a systematic way, with several workshops in the cities of Zaragoza, Huesca and Teruel; and they all discussed on the whole of the articles of the draft law. For its part, Mª Asunción Sanmartin, technical Secretary of the Department of Presidency and justice, said key aspects of the draft law, whose object is to regulate public transparency and citizen participation, understood as a citizen's right to access to information that allows you to review, debate, argue, make proposals and collaborate in public affairs. With this text, the Executive aims to promote a model of open Government, because this law creates a new relationship between the Aragonese public administrations and citizens. A relationship that is based on the predisposition of the absolute transparency of public activity and in the promotion of citizen participation in public policies, prompting the Government of Aragon. Therefore, the law ensures the transparency of public activity through the obligations of active advertising, the right of citizens to have access to public information and the right to participate in the development, implementation and evaluation of public policies, through mechanisms that promote an open, transparent and regular dialogue.
Over two weeks, and subsequently held workshops for participation, in morning and afternoon, in the cities of Zaragoza, Huesca and Teruel. In all persons and entities called and registered voluntarily to this process, have made various contributions to all articles of the draft law.
