_BEL4591On February 23, 2010 was held at the Centro Joaquín Roncal of Zaragoza III meeting towards a strategy of child participation in Aragon. More than 200 professionals and volunteers attended this event which inaugurated Minister of Presidency, Eva Almunia, accompanied by the director general of citizen participation, Nacho Celaya, and the President of Unicef Aragon, Esteban Sarasa. Almunia insisted that Aragon has been a pioneer in citizen participation and with this Act "is one step further, with the effective participation of young people". Throughout the day, several experts pondered the need for involvement and participation in society of children and adolescents. In addition, experiments carried out in Alcañiz, Calatayud, Zaragoza, Alcobendas, Segovia, Huesca and Asturias were exposed. New Conference could follow live online via a stream link.

 

OPENING OF THE CONFERENCE

 

 

00975020Before more than 200 professionals, experts, responsible politicians, volunteers and students related to childhood and adolescence, the Minister of Presidency, Eva Almunia, along with citizen participation, Nacho Celaya, CEO and President of Unicef Aragón Esteban Sarasa, opened the third meeting of work and reflection 'towards a strategy for child and adolescent participation in Aragon'. An appointment, after the previous two held in October and June of 2010, it tries to move forward to create the best roadmap that allows an involvement and participation of young people in the construction of public policies in a participatory way.

 

In his speech, the Minister appealed to the experts participating in the Conference to "give a voice to children." Almunia recalled in Aragon "we have been pioneers in establishing strategies of participation and today we intend to take the next step, which is effective participation of young people". In his opinion, "if we are thinking about improving the society in which we live, it is necessary to have that vision." To give effect to these policies, Almunia insisted on the need for "a commitment to clear on all sides. And that commitment has to be to think that the contributions of the young are important."

 

_BEL4553Almunia referred to the setting up, last November, of the Plan for childhood and adolescence in Aragon, which places the rights of the child at the Centre of policies, "one of the Government actions that deserve the penalty, the effort and investment", stressed the Minister. In this regard, it stressed that one of those rights is child participation in the development of policies that affect them.

 

Furthermore, the director general of citizen participation explained that this Plan for childhood and adolescence marked the development of a strategy for their participation. Celaya said that it is "convinced of the potential of Aragon" on child participation. A statement which, in view of Celaya, was demonstrated with the full absolute in the Hall of the Centro Joaquín Roncal on the holding of this meeting.

 

EXPERIENCES IN CHILD PARTICIPATION, AND ADOLESCENT

 

_BEL4612This meeting had objectives the exchange experiences in this area, creating a participatory workspace and move towards an Aragonese strategy on child participation. Among the examples, three Aragonese initiatives were presented: the experience of the community child participation at the Oliver neighborhood in Zaragoza related with the management of the Park, that you could see through the prism of the students of IES Maria Moliner; the participatory process for the elaboration of the Municipal Plan of infancy and youth of Alcañiz; and the experience of the Municipal Council of childhood of Calatayud, city that holds a city friend of children awarded Unicef.

 

 

Precisely, the opening of the Conference was the participation of a group of children of the Oliver neighborhood who, to the rhythm of rap, wanted to be listening and launched their main demands to all attendees.

 

 

00975308After the opening by the Minister of Presidency and CEO of citizen participation, Esperanza Ochaita, Professor of evolutionary psychology and the education of the Autonomous University of Madrid and Director of the University Institute of needs and rights of the child (IUNDIA), he talked about 'The child as a challenge and need comprehensive participation'. A table in which also participated Francisco Bailo, Director of the CAREI, Carmen Ramírez, pedagogue of the IASS, and José M. Casión, Chief of the service of prevention and protection of the childhood IASS.

 

After a pause, several responsible politicians explained their experiences:

-The municipal Plan of infancy and youth of Alcañiz: participatory process to citizenship. Cristina Biel councilor of childhood of the Town Hall of Alcañiz (Teruel).

-The program cities childhood friends: process, dimension and public advocacy. Gabriel González-Bueno responsible for childhood policy. UNICEF Spain

-Improving the city with the / children: process of the municipal Council of childhood of Calatayud. Julia olive Councillor delegate of education of the city of Calatayud (Zaragoza).

The table was moderated by Javier Escartín, technical advisor of the General Directorate of citizen participation (GDPC).

 

00975773In the afternoon he continued the dialogue of experiences with the following interventions:

-With the childhood in the neighborhood: community child participation in Oliver. Elena Enciso representative of the Association of neighbors Oliver of Zaragoza, and Triana Gil, student of the IES Maria Moliner.

-Where we came from and where we are going: child participation / teenager in Alcobendas. Beatriz Martín Animadora socio-cultural service of childhood and Adolescence of the city of Alcobendas (Madrid).

-10 years of the program "my school for my city": keys to success and some lessons learned. Maria synths Area Coordinator of education and cooperation. IUFRO - MARM. Valsaín (Segovia).

A table that was moderated by Mª Angeles Eito, technique of the childhood and youth of the city of Huesca Area.

 

The following table was centered on the organs and instruments to participate:

-Autonomic impulse to councils of participation and children's hearings. Lorraine Frade technique of the Observatory for children and adolescents of the Principality of Asturias.

-Full and educational children's programs of Zaragoza: content and challenges. Enrique Abanses head of education. Ayuntamiento de Zaragoza.

-Of ends and means: the Forum of children and other instruments for their participation in the local. Pedro De el Cura Concejal de Infancia, youth and education of the City Hall. Rivas - Vaciamadrid (Madrid).
