SEMINAR ON "METHODOLOGIES AND TECHNIQUES OF CITIZEN PARTICIPATION IN THE FIELD OF RURAL DEVELOPMENT" (2014)

The citizen participation seminar groups of Local action of the Aragon, was held on December 4, 2014, in the Pignatelli building (Zaragoza) of the Government of Aragon. More than 50 technicians from local development welcomed treaties contained given the interest that assumes knowledge of different participation tools for their professional performance.

 

 

 

Having knowledge of the different agents involved in each project, generate efficient work group, promote the collective creativity and the promotion of participation are key aspects of the work of the technicians of the local action groups that apply to manage European funds and develop various activities of promotion of rural development following the Leader methodology. According to this framework, designed a brief training seminar, practical and that it exemplifies models of group work for the application of the methodologies and techniques of citizen participation.

 

 

 

The seminar began with the presentation of the strategy Aragon participates, by Sergio Castel, Chief of service of participation citizen of the Government of Aragon, showing examples and experiences included in the website of Aragon takes part. After that, Javier Blasco, responsible for the Aragonese network of Rural Development (RADR) thanked the seminar attendance and collaboration with the General Directorate for citizen participation, external action and cooperation that has allowed the development of the event.

 

 

After these interventions, Diego Chueca, technical specialist in facilitating participatory processes, began the introduction of the contents of the course with a brief theoretical reference to "What the citizen participation?". In this way, discussed the relationship with representative democracy and exposed their potential benefits for the achievement of more effective public decision-making and administration more open and deliberative. After this preamble, under the title of "Manos a la obra" presented some basic premises when planning and designing a public participation process. Among the aspects to take into consideration are: the participants themselves, the rigor in the preparation of each task, the phases of the process, the definition of objectives and precise limits, etc. In this part of the seminar, also discussed the profile and the role that it should play the facilitator and the necessary exercise of accountability which is the phase of return.

 

 

 

 

 

In a third block of the seminar contents some tools, methodologies and techniques, arose to develop workshops or participatory sessions depending on the objectives that remain in each case. Among them, dealt with the future workshops, fields of force, the SWOT and SOAR, the case studies, the delphi, rain ideas, contributions with cards, Philips 6/6, the prioritization using different voting systems, the development of a matrix of prioritization of issues, etc. In each case, highlighting the positive and negative of each type of technical aspects. Even different technological tools were analyzed to facilitate participation.

 

 

 

 

After a rest pause, the second part of the course was raised so that the mourners were to experience a real dynamic of participation on the basis of the interests of different groups of Local action. He worked with the dynamics of the World Café, suitable for a large group of participants as the attendees to the seminar, around a future common brand for all Leader groups Aragonese image. In this case, formed six groups that worked in lathe to "How to create a brand image together that will allow us to better communicate with the outside." and in each specific case on the basis of the following matters:

 

  • Which could be the benefits of achieving a joint image?
  •  
  • What are the problems to overcome by means of a joint image?
  •  
  • What image should convey the Aragonese Rural development network?
  •  
  • What are the aspirations of the GAL and limitations of a common brand image?
  •  
  • What is doing well in each GAL for use in a joint brand image?
  •  
  • How do we organize ourselves to work with a joint image?

 

Subsequently, one person from each group was responsible for exposing the generated conclusions and facilitating the visualization of the conclusions by the entire group. In any case, be pointed out that in a dynamic real generated a plenary debate with respect to the findings of each group, would have a higher turnover of people in groups and other facilitation technician would handle the work of the Special Rapporteur to collect the conclusions reached and transferring them to the interested. After that, Aragonesa network managers took advantage of the meeting to expose some issues the internal of the Local action groups working. After the session, attendees welcomed by the meeting and the training received.
