Within its strategy of awareness-raising and training, the General direction of citizen participation, external action and cooperation of the Government of Aragon, organized, with the center of the UNED of Barbastro, the seminar "democracy and participation in the 21st century: challenges and proposals" during the days 6, 7 and 8 March. The objective was to reflect on the needs and challenges for the improvement of the quality of democracy through the promotion of good governance, transparency and citizen participation in the construction of public policies, contrasting with the already emerging innovative experiences of good governance and participation in the field of regional policy and local.

 

The first session, on 6 March, was the intervention of César Colino, Associate Professor in the Department of political science and the administration of the UNED, who mused about citizen participation as public policy and Carmen Lumbierres, PhD in political science and profesora-tutora in the center of the UNED of Barbastro, which will analyze the challenges of political participation in today's information society.

 
 

On Thursday, March 7, Sergio Castel, Chief of service of participation citizen of the Government of Aragon, intervened with the presentation "democracy and participation in the autonomous State: towards a model of open government". This theoretical and comparative analysis served to the development of the round table "Practical strategies for the promotion of citizen participation", which featured the experiences of the autonomous communities of Aragon and Catalonia, as well as the Andorra-Sierra de Arcos Comarca (ara¬gon) and the Ayuntamiento de Alcobendas (Madrid).

 
 

The last session, Friday, March 8, attended the presentation by Carles Ramió, Professor of political science at the Pompeu Fabra University, reflect and deepen about the clash between the public institutions and citizens in times of economic and political crisis. Finally, José Manuel Ruano de la Fuente, Professor in the Department of political science and the Administriacion of the Complutense University of Madrid, closed the seminar by making a review of discourse and the reality of citizen participation in Spain.
