"II workshop on democratic quality: A legal and political approach to the open government" (2013)

fundacion-manuel-gimenez-abadwebOn June 18, 2013, in the Aljafería Palace (Zaragoza), the General direction of citizen participation, external action and cooperation of the Government of Aragon, in collaboration with the Fundación Manuel Giménez Abad, organized the II Conference on democratic quality: "A legal to open government approach".

The model of open Government seems to have been strengthened in the political agenda of the autonomous communities. As doctrine that must be interpreted in terms of improvement of representative democracy, and snap its principles of transparency and participation ciudadana have become pillars that represent a new model of Government, more open and accessible to citizens. It's a bet that must support the required democratic regeneration.


Under the title "A legal approach to open government", June 18 was held the II Conference on democratic quality, whose purpose was to discuss the challenges posed by the configuration of this model.


In the morning session, the first table reflected on the required depth of the principles of transparency and citizen participation. Guillermo Escobar, Professor of constitutional law of the University of Alcalá de Henares, treated the relationship between rights and good governance. For his part, Josep Maria Castella, Professor of constitutional law at the University of Barcelona, discussed strategies for the promotion of citizen participation in the autonomous. In the second table in the morning, representatives of the autonomous regions of Extremadura, Andalucia and Castilla y León explained their policy models.


The afternoon session was the intervention of Manuel Villoria, Professor of political science and the administration of the Rey Juan Carlos University; Rafael Rubio Núñez, Professor of constitutional law of the Complutense University of Madrid; and Cesar Calderon, Executive Director of public thought CIPP. The speakers came the concept and philosophy of the model of open Government, the strategies that are being developed for its implementation, as well as its contribution to the improvement of the quality of democracy.
