II day "Children's rights, participation and society"

Zaragoza, 8 October 2014, Wednesday

Palace of the Aljafería Palace, seat of the Cortes de Aragón

This second day aims to provide a space for reflection and approaching the State of childhood in our contemporary societies, from a perspective of their rights, and in particular from citizenship and participation pillars, deepening the progress, obstacles and challenges that persist or are presented as innovative and most outstanding in national, regional and local.

The day is divided into two thematic blocks, from the global to the regional and local general. The first block focuses on the rights of the child from an interesting walk in the light of the 25th anniversary of the International Convention of the rights of the child being held in 2014, and an approach to citizenship. For its part, the second block is offering a constructive and critical approach to policies and State, regional and local challenges in relation to childhood, strategies, bodies and instruments that promote the effective exercise of the right to participation of children, and others that generate its active role and leadership in society and everything that affects them.

United Nations has promoted a strategy for action in the field of children's rights throughout the world in recent decades. From the ratification by Spain of the Convention on rights of the child in 1990, regulatory reforms and consolidation, and deployment of a specific policy at the State, regional and local level, have been extraordinary.  As crucial as the present now, children and their rights must remain very present in the legislative, Executive and judicial. In addition, it is important to understand children as subjects of rights, and as protagonists and major stakeholders in the construction and improvement of the society. From this perspective, institutions and citizens are renewing their legal and social instruments, setting up new active policies promoting participation and children's rights.

UNICEF Aragon, by mandate of the United Nations, and the Government of Aragon, through the General Directorate for citizen participation, external action and cooperation, are working on the progressive consolidation of a policy of child participation, through an agreement of collaboration for the promotion of an Aragonese strategy on the subject.  These days II put his accent in the citizenship and the role of children, in addition to four key dimensions: on the one hand, the strategies, spaces and instruments that encourage participation and the rights of the child; and on the other the reality and challenges in the implementation of active policies in the Spanish State, regional and local level from several perspectives and specific cases.
