Lto General direction of citizen participation, external action and cooperation of the Government of Aragon has convened three courses designed to sensitize and train in the field of citizen participation to elected and technical positions of Aragonese local administrations. These courses on "Citizen participation methodologies" for the construction of public policies at the local level have been developed throughout June in Huesca, Teruel and Utebo (Zaragoza).

 

Each course, with a total of twelve hours, has combined the explanations and contents theorists with the dynamics of participation, experiences and case studies that have been debated in group analysis. The content of these courses has been oriented to provide that from the very local institutions could join methodologies of citizen participation in public decision-making and management processes.

 

, Has held three sessions per course whoseprogrampresented the following titles and content:

 

 

1) "The challenge of participation at the local level". In this first session discussed the opportunity of promoting the participation of citizens as an instrument for improving the quality of democracy and complement the institutions of representative democracy.

 

2) "Participation of citizens in local public policy processes". This session was oriented in a practical way to form in terms of practical design of participatory processes to develop the policies of local authorities. And, depending on the will and interests of the own students, were presented and explained other instruments of citizen participation such as: citizen participation regulations, popular juries, participatory budgets, stable bodies of participation, popular consultations, etc.

 

3) "energizing and driving the processes of deliberation". In this last session we have developed practical group exercises and explanations on various methodologies and techniques have been introduced to facilitate or stimulate discussion workshops. Between them, referred to future or SOAR methodology workshops and conducted practices to acquire the skills that this work requires.
