Citizen participation is one of the pathways that can lead to partnerships to improve the quality of its performance, since they enable different institutions to listen to the voices of its partners and to become true speaker of citizenship; a few voices calling for, increasingly, greater responsibility and involvement of associations and neighborhood movement, to improve the social situation. In addition to the elected and technical positions in the local administration, also members of neighbourhood associations and other social entities are faced the rent to respond to these needs.

 

Attending this interest and need, the General direction of citizen participation, external action and cooperation of the Government of Aragon he summoned three courses designed to sensitize and train in the field of citizen participation to members of associations of neighbours and other social entities. It was, therefore, implement how vehicle involvement building, sharing and learning forms for its promotion in the inner and outer field of associations.

 

These courses upon "instruments and tools for citizen participation and neighborhood" have been developed throughout the months of September (Teruel, on 26, 27 and 28) and October (Zaragoza, 2 days, 3 and 4; and Huesca, on 22, 23 and 24). In relation to the prior course of "Methodologies participation citizen for the construction of las policies public in the scope Local", directed at elected and technical positions, this new course modules have combined the explanations and contents theorists with the dynamics of participation, experiences and case studies that have been debated in group analysis.

 

The content of these courses, with a total of twelve hours, has been oriented to provide that from the associations also could incorporate into their internal dynamics participatory methodologies in the management and decision processes. Has held three sessions per course whose program presented the following titles and content:

 

 

1) "the participation of institutions in the public decision making". In this first session discussed concepts, ways and instruments of involvement in the local administration. A practical workshop analyzed the situation of the democratic system and the legal and political framework of participation.

 

(2) "partnerships and participation". The second session was a workshop on the associative fact and their internal participation processes. Thus, issues were discussed such as the role of associations in our society and it is formed on the development of internal participatory processes.

 

(3) "driving the processes of deliberation". In this last session continued training on the development of internal participatory processes through practical exercises in Group and the exhibition of various methodologies and techniques to facilitate or stimulate discussion workshops. Finally, dealt with other issues related to the dynamics of groups, communication, and language.
